Is Greece handing its islands over to foreign corporations in the name of ‘sustainability’?

Greece's new Special Spatial Framework for Tourism caps hotels, limits cruise ships and protects 251 beaches. But beneath the good intentions lie three structural gaps that could lock out locals.

Greek Climate Weekly

The government's new anti-overtourism framework is a major shift. It bans new beach bars, limits cruise ships, and caps hotel sizes.

But underneath the good intentions lie a few massive structural gaps. Here is a look at the data and the hidden flaws:

What's in the framework

The Special Spatial Framework for Tourism (released for public consultation in May 2026) divides Greece's 1,035 municipal units into 5 zones based on tourism pressure, putting strict rules on the most crowded areas (Category A):

  • Hotel caps: New hotels in overcrowded zones cannot have >100 beds.

  • No coastal building: Building within 25 meters of the coastline is banned.

  • Protected beaches: 251 protected beaches now ban rented sunbeds, beach bars, loud music, and permanent structures.

  • Capacity checks: Developers must prove the local environment can handle a project before building any large tourist site.

The financial & operational levers

  • €2–15 / night: Climate Crisis Resilience Fee per room (active since Jan 2025).

  • €20 / head: Peak-season cruise disembarkation fee for Santorini and Mykonos.

  • 8,000 / day: Strict daily cruise passenger arrival cap at Santorini.

  • 5% threshold: A total freeze on new short-term rental (STR) licenses in Athens neighborhoods where STRs exceed 5% of local housing stock.

However, the framework triggered immediate public backlash. Critics pointed out that the 2-week public consultation window was far too short (closed on 25 May 2026), and argue that this rushed, “top-down” mandate completely ignores bottom-up municipal realities, leading to fresh problems and lost opportunities.

The three main gaps

  • Locking out locals

  • The money stays at the top

  • Counting beds, not arrivals

The big question

Greece's new framework is a good start. The cruise caps and rental freezes show the state is finally setting boundaries.

But a one-size-fits-all plan rarely works perfectly. Whether this plan actually saves Category A Greek islands depends on fixing its core flaws: sending tax money back to local communities, putting a hard limit on total annual visitors, and stopping mega-investors from bypassing local rules, and – crucially – giving local groups/municipalities more time to review the mandate.

We will keep tracking the data.
