Stop fighting the river, make room for it
Greece has billions earmarked for flood protection, but just 1.6% of planned interventions were delivered between Ianos and Daniel. What Spain, Portugal and the Netherlands show about doing it faster and better.

Greece has the tech. Greece has the talent. Now it needs to de-waterproof its cities, at speed.
The plan
€2.5B → a 30-year national water strategy (launched in 2025) managing water scarcity and flood risk
€1B+ → Thessaly: watershed projects (€200M), 3 major dams (€600M), Pineios River works (€50M)
€355M → Athens/Thessaloniki/Peloponnese: canalised streams, drainage, green spaces for 600 hectares
€105M → Rafina Stream upgrade with new debris retention basins to protect against flash floods
AI integration → "Flood Protection 2" implements AI to track stream flows, monitor flooded roads in real-time, and trigger early warnings
The problem
Despite the budget, execution lags. Between Storm Ianos (2020) and Storm Daniel (2023), just 1.6% of the planned €4.5B in flood interventions was delivered.
Why? Bureaucracy. Clearing a single riverbed, a 2–3 month job, takes 2 years.
The blueprint
Spain (Valencia DANA, 2024): €50B+ damage → €530M plan approved in 7 months
Portugal (Atlantic storms, 2026): €4B+ damage → €187M river restoration launched in 3 months
The Netherlands (1995): 'Room for the River' → 30+ nature-based projects worth €2.3B. Instead of building higher flood walls, they moved dikes inland and restored floodplains, adding 300km² space for rivers, reducing peak water levels by 35cm and protecting ~11 million people.
The bottom line
The Dutch proved: give rivers space, not walls. Greece's EIB-backed nature-based solutions (2.9x returns) and AI warnings point the right way.
Spain and Portugal prove the pace is possible. The plans exist. Time to cut the bureaucracy.
