80% of Athens is concrete, officially waterproofed

Athens is 80% concrete, its streams are buried and it has Europe's least green space. Climate change makes storms more extreme, but decades of policy failure turn them into disasters. What needs to change.

Greek Climate Weekly

Climate change is making storms more extreme. But government failures are turning storms into disasters.

The data

  • 80% of Athens is concrete/asphalt (EU urban avg: ~35%). Flood risk spikes when this is just ~20%.

  • All ~700 streams & 3 rivers buried underground by the 1970s. The streets replace the streams.

  • Lowest green space in Europe: 0.96 m²/resident (London: ~9 m²; Berlin: ~6 m²). There is no soil to absorb the intense rainfall.

  • 97% of buildings have permit violations. Many built illegally on riverbeds/floodplains. Blocked floodplains cause water build-ups and eventually destroy homes.

  • €785M collected since 2011 to "legalise" 2M+ illegal structures (the state treats violations as revenue). Legalised blockages mean the risk is locked in.

  • €950M cut from public investment in 2011. Planning agencies abolished, maintenance defunded. Defunded planning/maintenance means no one is coming to unclog drains.

The result?

Every storm that was once manageable now overwhelms the system. Water races across concrete, funnels into buried rivers, and explodes wherever infrastructure fails.

What needs to change?

The EU is investing €40+ million in Athens flood protection (canalising streams, improving drainage & building green spaces). But deeper fixes require political will:

  • Restore buried rivers and natural watercourses

  • Replace concrete with permeable spaces/infra

  • Enforce laws against illegal construction in flood zones

  • Stop treating climate adaptation as optional

The next Storm Daniel is coming... will Greece be ready?
